YOU HAVE TO DEAL WITH THE WORLD
AS IT IS AND PARTICULARLY IN THE AFTERMATH OF THE COLD WAR. IT WAS EASY DURING THE COLD WAR
TO KNOW WHAT YOU WERE FOR. YOU WERE FOR ANYTHING THE SOVIET
UNION WAS AGAINST AND YOU WERE AGAINST ANYTHING THE SOVIET
UNION WAS FOR. AND THAT WAS THE PRINCIPLE
OR THE PARADIGM OF CONTAINMENT. THAT WAS THE PARADIGM THAT
GOVERNED FOREIGN POLICY,THE GOAL AND PHILOSOPHY OF OUR FOREIGN
POLICY DURING THE COLD WAR. IT WAS VERY SIMPLE. WELL WE DON’T HAVE THAT ANYMORE. SO YOU GOT TO TAKE EACH
SITUATION AS IT COMES UP AND YOU GOT TO LOOK AT THE NATIONAL
INTEREST AND YOU GOT TO DETERMINE WHAT YOU DO. WHAT I’VE PROPOSED IS THAT AND
PARTICULARLY ON THIS QUESTION OF WHEN WE INTERVENE OR
ENGAGE MILITARILY IS WE NEED TO ADOPT A POLICY OF SELECTIVE
ENGAGEMENT WHERE WE LOOK AT EACH INSTANCE AND WE WEIGH AGAINST IT
WHETHER AMERICA’S PRINCIPLES AND VALUES ARE INVOLVED AS THEY
WERE, FOR INSTANCE, IN THE BALKANS AND IN RWANDA WHERE
WE DIDN’T GO IN, THE BALKANS WHERE WE ULTIMATELY DID, RWANDA
WHERE WE DIDN’T. AND WHAT NATIONAL INTEREST IS
INVOLVED. AND WHEN YOU HAVE ENOUGH NEXUS
FOR ALL OF THAT, THEN YOU PROBABLY GO IN. AND IF YOU DON’T, YOU DON’T,
BECAUSE YOU CAN’T BE THE POLICEMEN FOR THE WORLD AND THE
CONSENSUS ON THE PART OF THE AMERICAN PEOPLE FOR CONTINUED
ENGAGEMENT AND INVOLVEMENT WILL DISSIPATE IF YOU OVERDO IT,
PARTICULARLY IF YOU START TAKING CASUALTIES.
