CloseUp: Sununu distances himself from Trump in 2020 race

GOOD MORNING. I’M ADAM SEXTON, AND WE WANT TO
GET RIGHT INTO IT TODAY. GOVERNOR CHRIS SUNUNU IS SEEKING
A THIRD TERM IN THE CORNER
OFFICE IN CONCORD, AND HE IS OUR
GUEST THIS MORNING. THANK YOU FOR JOINING US. ERIN: GOOD MORNING. ADAM: ELECTION DAY IS ABOUT NINE
MONTHS AWAY. YOU ARE SEEKING A THIRD TERM. WHAT IS THE CASE YOU ARE GOING
TO MAKE TO VOTERS? ERIN: SINCE WE HAVE COME INTO
OFFICE, WE HAVE BEEN CAREFUL TO
BE TRANSPARENT AND WANT TO FOCUS
ON THE ECONOMY, WAGE GROWTH. AT THE SAME TIME, AS THOSE
THINGS SURGE AND PROVIDE AN
OPPORTUNITY FOR THE STATE, ALLOW
US TO MAKE INVESTMENTS INTO
MENTAL HEALTH AND OPIOIDS. WE ARE MAKING THOSE INVESTMENTS,
WE ARE DOING PREVENTION
PROGRAMS. WE ARE REINVENTING OURSELVES
WITH 21ST CENTURY SYSTEMS AND WE
ARE GETTING THE JOB DONE. THE STATE IS IN PHENOMENALLY
GOOD SHAPE. THERE IS ALWAYS MORE OPPORTUNITY
OUT THERE. WE ARE VERY PROUD OF THE WORK WE
HAVE DONE. ADAM: THE TOP OF THE TICKET WILL
HAVE A BIG IMPACT ON THE RACE. YOU HAVE THE INCUMBENT. SHOULD VOTERS VIEW YOU AS A
PACKAGE DEAL? GOV. SUNUNU: WE ARE NEW
HAMPSHIRE. PEOPLE WANT TO KNOW WHERE WE
STAND. IT IS 603 FIRST, THAT HAS TO BE
THE MENTALITY. DONALD TRUMP DOES NOT DEFINE
REPUBLICANS AS BERNIE SANDERS
DOES NOT DEFINE DEMOCRATS. HOW WILL THIS ELECTION IMPACT
FAMILIES IN THAT NEIGHBORHOOD,
IN THAT TOWN, IN THAT CITY? THAT IS WHAT IT IS ALL ABOUT. WHEN PEOPLE LOOK AT THE ISSUES,
THEY DO THEIR HOMEWORK, WE FEEL
LIKE WE WILL BE VERY SUCCESSFUL. THERE IS STILL A LOT OF WORK TO
BE DONE. WE ARE IN THE MIDDLE OF A
LEGISLATIVE PROCESS. YOU HAVE TO STAY ON TOP OF THEM. ACCOUNTABILITY, METRICS, WHERE
WE GOING? LET’S SEE HOW WE ARE MAKING IT
BETTER. LET’S HOLD OURSELVES
ACCOUNTABLE. ADAM: IN YOUR STATE OF THE STATE
ADDRESS, YOU SAID YOU WENT TO
INCREASE PREGNANCY PROTECTION
FOR WORKING MOTHERS AND
EXPECTING MOTHERS. WOODEN THE BEST THING TO DO FOR
THEM WOULD BE TO GIVE THEM THREE
MONTHS OFF PAID AT THE END OF
THEIR PREGNANCY? GOV. SUNUNU: VERY SUPPORTIVE OF
PAID FAMILY LEAVE. THERE IS A BILL GOING THROUGH
THE LEGISLATURE NOW. WE FOUND A WAY TO DO IT WITH NO
INCOME TAX, A VOLUNTARY PROGRAM
IF YOU WANTED. WE FEEL IT IS A HOMERUN. THE ONLY FUNDAMENTAL DIFFERENCE
WITH THE DEMOCRATS’ PLAN IS
THAT IS INCOME TAX. DO YOU WANT PAID FAMILY LEAVE? DO YOU WANT THE FAMILY A LOT OF
PEOPLE WOULD AGREE WOULD BE
BENEFICIAL OR ARE YOU MORE
CONCERNED ABOUT INCOME TAX? IT IS REALLY THAT SIMPLE. IF THEY WANT THE PROGRAM, THERE
IS AN OPTION FOR THEM TO MOVE
FORWARD WITHOUT THE INCOME TAX
ATTACHED. ADAM: WHAT IF YOU WANT IT BUT
YOU CAN’T AFFORD IT? GOV. SUNUNU: BECAUSE — UNDER
OUR PLAN, THE STATE WOULD BE
PROVIDING PAID FAMILY LEAVE FOR
ALL 10,000 STATE EMPLOYEES. THE PREMIUMS ARE ROCK-BOTTOM. BASED ON THE CALCULATIONS WE
HAVE LOOKED AT, WE THINK THE
BUY-IN IS EXTREMELY AFFORDABLE. ADAM: THE ANNUAL REPORT IS OUT
AND WHILE THERE IS PROGRESS
BEING BID, THERE IS A LONG WAY
TO GO IN TERMS OF PER —
IMPROVING THE SHOUT PROTECTION
SERVICE HERE IN NEW HAMPSHIRE. IS THIS SOMETHING YOU CAN SPEED
UP? PROGRESS IS THERE BUT ELUSIVE. GOV. SUNUNU: IT IS NOT ABOUT
JUST SAYING THE GOVERNOR, DONE,
IT IS ABOUT ACHIEVING RESULTS
FOR THE KIDS. THAT IS WHAT IT IS ALL ABOUT. WE HAVE A PREVENTION PROGRAM IN
PLACE. WHEN WE CAME INTO OFFICE, THERE
WERE SOME CASEWORKERS WORKING
FOR THE STATE THAT HAD 80 OR 90
CASES EACH. IT WAS UNBELIEVABLE. WE CUT THAT IN HALF. WE MADE HUGE PROGRESS AND A
SHORT. OF TIME. THERE ARE MORE KIDS LEAVING
FOSTER CARE AND ENTERING FOSTER
CARE FOR THE FIRST TIME IN AGES. A LOT OF METRICS ARE MOVING IN
THE RIGHT DIRECTION. ONE OF THE BIGGEST CHALLENGES WE
HAVE IS WORKFORCE. AT 2.5% UNEMPLOYMENT, MOST
BUSINESSES WILL AGREE IT IS HARD
TO FIND WORKFORCE. WE HAVE THE BUDGET, THAT IS NOT
THE ISSUE. WE HAVE THE ABILITY. WE HAVE THE INCENTIVE. IT IS FINDING FOLKS, HOPEFULLY
DRAWING THEM OUT OF OUR
UNIVERSITY SYSTEM, MAKING
CONNECTIONS EARLY ON SO THEY
WANT TO STAY AND WORK IN NEW
HAMPSHIRE. OVER TIME, METRICS ARE GETTING
BETTER. ADAM: WOULDN’T THE BEST BET BE
TO INCREASE PAY? GOV. SUNUNU: THERE IS ALWAYS
OPPORTUNITY TO INCREASE PAY. PAY IS NOT WHAT DRIVES SOMEONE
TO WORK IN THAT FIELD. THAT IS A TOUGH FIELD. THAT IS A FIELD OF PASSION. THOSE INDIVIDUALS LOVE WHAT THEY
DO AND THEY KNOW THEY ARE MAKING
A DIFFERENCE. YOU WANT WORKPLACE BALANCE,
QUALITY OF LIFE BALANCE, GOOD
PAY AND WE HAVE SEEN PAY GO UP
IN THIS STATE. WAGES ARE CONSTANTLY BEING
INCREASED BECAUSE THERE IS SO
MUCH COMPETITION. THERE ARE A LOT OF FACTORS THAT
GO INTO IT. WE HAVE HAD A LOT OF CHALLENGES
BECAUSE THE STATE HIRING PROCESS
ALONE IS CUMBERSOME. WE HAVE TRIED TO STREAMLINE
REGULATIONS, TRY TO FAST TRACK
PROCESSES. FOLKS ARE WAITING THREE OR FOUR
MONTHS TO GET HIRED AND THEY CAN
BE HIRED IN LITERALLY A NUMBER
OF WEEKS. A LOT OF FACTORS COME INTO PLAY. WE ARE MAKING GREAT PROGRESS. ADAM: YOU SPOKE ABOUT THE
DOORWAY PROGRAM AS A SUCCESS. SOME LOCAL OFFICIALS DISPUTE
THAT. ONE THING IS CLEAR THAT GRANITE
PATHWAY HAS BEEN STRUGGLING,
WHETHER IT IS THE TREATMENT
CENTER OR THE DOORWAY. HARRY TRUMAN HAD A SAYING THAT
THE BUCK STOPS HERE. AT WHAT POINT DO YOU HAVE TO
TAKE RESPONSIBILITY? GOV. SUNUNU: WOULD WE THOUGHT IT
WAS A PROBLEM WE WERE MAKING A
CHANGE. MENTAL HEALTH OR OPIOIDS, YOU
HAVE TO DESIGN FLEXIBILITY. WE HAVE DESIGNED IN A LOT OF
FLEXIBILITY. WE SAW SOME OF THE ISSUES, WE
GAVE THEM THREE OR FOUR MONTHS
TO ADDRESS THE ISSUES AND WE
REALIZED THEY COULD NOT DO THAT
WE MADE A CHANGE. GRANITE PATHWAYS IS OUT. NASHUA AND MANCHESTER ARE THE
ONLY TWO AREAS WHERE HOSPITALS
ARE NOT THE LINK ON THE HUB. YOU ARE ABSOLUTELY RIGHT. YOU HAVE TO BE ACCOUNTABLE, YOU
HAVE TO BE ON TOP OF THESE
THINGS AND YOU HAVE TO MANAGE. YOU CAN’T JUST SAY WE CHECKED
THE BOX. GOOD MANAGEMENT IS ABOUT STAYING
ON TOP OF IT. ADAM: GRANITE PATHWAYS
STRUGGLED, WHEN DOES THE DOORWAY
NEED TO BECOME A HOUSE? DOES THE GOVERNMENT NEED TO DO
MORE RATHER THAN RELYING ON
NONPROFITS? GOV. SUNUNU: SERENITY PLACE WAS
A DIFFERENT ISSUE. WE HAVE TO BE CAREFUL THERE. GRANITE PATHWAYS DID NOT HAVE A
LOT OF EXPERIENCE IN NEW
HAMPSHIRE IN COMMUNITY
RELATIONS. A LOT OF PEOPLE CAN PROVIDE A
SERVICE BUT IF YOU DON’T HAVE
BUILT-IN COMMUNITY RELATIONS,
WHETHER IT IS FIRST RESPONDERS,
THE HOSPITALS, ALL OF THESE
OTHER PEOPLE ON THE FRONT LINES. THAT IS WHERE GRANITE PATHWAYS
STRUGGLED, THEY HAD PROBLEMS
BUILDING A SENSE OF COMMUNITY
AND BUILDING RELATIONSHIPS. THAT IS WHY ALL OF THE HOSPITALS
HAVE HAD A LOT MORE SUCCESS
BECAUSE THEY ARE PARTNERS IN
THEIR ON THE FRONT LINES OF THE
STUFF. THAT IS WHY BRINGING IN CATHOLIC
MEDICAL CENTER IN SOUTHERN
HOSPITAL WILL BE GREAT BENEFITS. ADAM: SOMETHING THAT HAPPENED IN
THE HOUSE. THE SPEAKER AND THE DEMOCRATS
BROUGHT UP FOR REFERENDUM
REPUBLICAN REPS WHO RECEIVED —
REFUSED TO TAKE TRAINING. SOME SAY IT IS NOT FAIR TO
SINGLE THEM OUT FOR SHAME WHEN
YOU DON’T DO THE SAME TO PEOPLE
WHO CAN STAY IN THE SHADOWS AND
NOT BE EXPOSED. WHAT IS YOUR PERSPECTIVE? GOV. SUNUNU: THE HOUSE OF
REPRESENTATIVES IS NOT
CLASSIFIED THE SAME AS MY OFFICE
WOULD BE. I THINK EVERYONE SHOULD TAKE
SEXUAL HARASSMENT TRAINING. THERE IS ALWAYS SOMETHING TO BE
LEARNED. YOU HAVE TO STAY UP-TO-DATE ON
WHAT IS APPROPRIATE. THINGS CHANGE ALL THE TIME. IT IS A VERY POSITIVE THING. THE PROCESSES THAT HAPPEN IN THE
HOUSE, THOSE ARE THE HOUSE
PROCESSES. THE SPEAKER MADE A DECISION TO
GO THROUGH THIS, THAT IS
SOMETHING FOR THE HOUSE OF
REPRESENTATIVES AND THOSE
INDIVIDUALS. WHEN IT COMES TO MY OFFICE, OF
COURSE WE HAVE TO DO THAT. ADAM: ON ENERGY, YOU CALLED FOR
TWO STUDIES ON OFFSHORE WIND BY
THE END OF 2021. WHAT IS YOUR LONG-TERM VISION? IS THERE ENOUGH SPACE TO MAKE A
PRODUCTIVE WINDFARM? GOV. SUNUNU: WE HAVE SUCH AN
INCREDIBLE OPPORTUNITY WITH
OFFSHORE WIND. THE STRONGEST WINDS ARE SITTING
IN THE GULF OF MAINE. WHAT WE ARE ALSO SEEING IS THE
COST CURVE IS COMING DOWN. THE COST TO IMPLEMENT THESE
SYSTEMS IS GETTING LOWER. WE HAVE TO STUDY IT, DO THE
FEASIBILITY STUDY. WE ARE PROBABLY IS STILL A FEW
YEARS AWAY. BUT AS THE COST COMES DOWN AND
BECOMES MORE COMPETITIVE, THAT
IS AN OPPORTUNITY WE DON’T WANT
TO WASTE. WE ARE STARTING THAT PROCESS NOW
AND BEING AGGRESSIVE. WE WANT TO BE FIRST IN LINE SO
WE CAN TAP INTO IT. WHEN YOU LOOK AT WHAT IS
HAPPENING IN THE GULF OF MAINE
PARTNERING WITH THE STATE OF
MAINE, A HUGE OPPORTUNITY. WE IN NEW HAMPSHIRE HAVE DONE A
VERY GOOD JOB DOING THINGS TO
RAISE RATES. MASSACHUSETTS ON THE OTHER HAND
IS AN EXAMPLE, IN THE PAST THREE
YEARS, THEIR RATES ARE ABOUT 20%
HIGHER THAN OURS BECAUSE THEY
KEEP PASSING LEGISLATION IN
DOING THINGS THAT IMPACT THE RATEPAYER FOR THE SAKE OF
POLITICS. LOW INCOME FAMILIES, SENIORS ON
FIXED INCOMES, THEY ALL HAVE TO
PAY MASSIVE SUBSIDIES. WE HAVE TO BE CONSCIOUS ABOUT
THE COST OF THESE THINGS. SOLAR IS A GREAT OPPORTUNITY. MY INITIATIVE IS TO PUT SOLAR ON
MOBILE HOMES, LOW INCOME
APARTMENT BUILDINGS. WHY SHOULD THOSE MOST IMPACTED
BY THE SUBSIDY, WHY SHOULD THEY
NOT BE FIRST TO GET THE ECONOMIC
BENEFIT. WE ALL GET THE ENVIRONMENTAL
BENEFIT. ADAM: THERE IS ALWAYS ROOM FOR
IMPROVEMENT, RIGHT? WE ALWAYS TRY TO DO BETTER. IF YOU HAD TO DO A
SELF-EVALUATION, WHAT AS
GOVERNOR DO YOU THINK YOU CAN DO
BETTER? WE WOULD ALL WANT TO SPEND MORE
TIME WITH FAMILY. FOR PART OF THE JOB, WHAT IS ONE
THING YOU COULD DO BETTER? GOV. SUNUNU: THE MOST VALUABLE
THING I HAVE LEARNED THAT I CAN
GIVE AS GOVERNOR IS MY TIME. GIVING PEOPLE MY TIME
ONE-ON-ONE. NOT JUST WITH FAMILY, BUT WITH
INDIVIDUALS. ONE THING WE TRY TO SPECIALIZE
IN THIS ADMINISTRATION IS HOW DO
YOU GET THE BIG SYSTEM TO FOCUS
ON THE INDIVIDUAL? NOT A BIG SYSTEM FOR BIG SYSTEMS
TAKE. THAT IS ONE OF THE MOST VALUABLE
THINGS I HAVE BEEN ABLE TO
OFFER. I WISH I COULD MEET WITH ALL 400
REPRESENTATIVES ON EVERY BILL
THAT COMES ACROSS. SOMETIMES YOU CAN ONLY MEET WITH
THE SPONSORS ON THIS ONE OR THAT
ONE. PROBABLY SPENDING MORE
ONE-ON-ONE TIME WITH A LOT OF
PEOPLE WHO HAVE WRITTEN THESE
PIECES OF LEGISLATION, WHETHER
THEY WILL PASS OR FAIL. FINDING OUT WHY SOMETHING IS NOT
GOING TO PASS — I ALWAYS
BELIEVE YOU CAN FIND A MIDDLE
GROUND. WE HAVE DONE A GREAT JOB TALKING
TO THE CITIZENS, SCHOOLS AND
BUSINESSES. I THINK SPENDING MORE TIME WITH
THE INDIVIDUAL LEGISLATORS AND
SENATORS ON BOTH SIDES OF THE
AISLE WOULD ALLOW US TO GO AFTER
CERTAIN THINGS AGAIN AND AGAIN,
BECAUSE SOMETIMES YOU HAVE
